This idea would be useful more from a safety standpoint and encourage people to wear their seat belt. An out side light, at the back of the vehicle, that begins flashing when the car is started and does not stop flashing until seat belts are buckled. This light could be detected by officers and used to signal that a driver and/or passenger is not wearing a seat belt.
