Could the answer to FUEL FRUGAL small displacement turbo diesels in the US be this simple?
IF ... I got everything right from the telecom that I just had with EPA this afternoon ....
IT MIGHT BE POSSIBLE ... to have FUEL FRUGAL small displacement turbo diesels here almost as quickly as EPA can certify their emissions and fuel economies!
Here is the way it works:
1) Safety certification required!
The Fiesta, Focus, Cruze, Astra, and Regal are ALL Euro based vehicles ... but will be "federalized" and safety certified (with gasoline engines) and hopefully, ultimately domestically built. So that part is COVERED!
Currently these vehicles are available in Europe with VERY FUEL FRUGAL ... small displacement diesel power trains, ALL with NOx below: 201 mg/km (Astra); 163 mg/km (Focus); 155 mg/km (Fiesta); 107 mg/km (Cruze and Regal [Insignia]) according to VCA certifications.
2) Emmission and mpg certification are required from EPA by statute! And this either completed, under way, ... or ... will be done in the not too distant future for the gasoline options.
However, here is how small displacement turbo diesels can be done for the US!
EMISIONS LIMITS, including NOx, are FLEET AVERAGES. And the FLEET AVERGE NOx MUST BE EQUAL TO ... OR ... LESS THAN 43.5 mg/km (70 mg/mile) for light vehicles.
As long as the OEM's CURRENT US gasoline and diesel fleet average NOx is BELOW 43.5 mg/km there is "room" to sell diesel vehicles with "above the limit NOx" provide the total NOx contribution of those added diesel vehicles ... when combined with the OEM's fleet values ... DO NOT EXCEED the FLEET AVERAGE SPEC LIMIT of 43.5 mg/km (70 mg/mile).
The problem (question) is how much slack is there between the current fleet NOx average and the spec limit ....
Only the OEM(s) and EPA know the answer to that one!
JUST MAYBE a courageous and creative OEM will understand this and take advantage of the opportunity to LEAP ahead of the competition and penetrate the above 50 mpg combined market segment!
I believe that OEM will be well rewarded for their efforts provided it is a good reliable product with a reasonable price point.
An alternate path (plan B) would be for the military to establish "type certification" of selected vehicle models that would allow personal/private import under that "type certification" allowing acquisition abroad if the domestics won't do it.
